Two prices for one scope usually means two rate sources. Consistency comes from one library, not from telling people to be more careful.

When two estimators price the same job and land in different places, the difference is rarely taste. It is usually a rate, a waste allowance or a prelim that lives in their own copy of the file.
One library, used everywhere
Labour, materials, plant and subcontract comparisons should be read from one place. If a rate can be typed over on the job sheet, it will be.
Compare like for like
Give the team the same cost codes and the same build-up. A difference that remains after that is a judgement call you can see, not a hidden formula.
Builders, civil contractors and electrical estimators hit this as soon as a second person prices work.
